PLEASE NOTE:

THE INNER PIPE IS LOCATED INSIDE THE OUTER PIPE (the one in the four holes at one end)

If you can not find the inner pipe, remove the "Height Adjustment Control Collar" (it unscrews) from the outer pipe and stick your finger or thumb inside and pull up the inner pipe.
